    The Disability Network (TDN) is seeking proposals from qualified and experienced
    Construction Project Managers to oversee and manage the construction of home
    accessibility modifications in multiple residential properties. This RFP provides the
    requirements and expectations for interested parties to submit their proposals.
  2. Project Overview
    Project goal: to make the interiors and exteriors of homes accessible to City of Flint
    homeowners with disabilities.
  3. Scope of Work
    Funded through the American Rescue Plan Act (ARPA), this home modification
    program seeks to provide homeowners with more accessible living spaces so they may
    continue living in the community. TDN’s occupational therapist will conduct a home
    evaluation for all approved applicants and recommend the necessary modifications for
    each property. Modifications include, but are not limited to, exterior ramps/lifts, door
    widening, installation of grab bars, counter height adjustments, lighting installation, and
    accessible bathroom installations.
    • ARPA Funding for this project will support modifications of at least 30 (but not
    more than 40) owner occupied homes with a budget of up to $15,000 per
    property
    The Construction Project Manager will be responsible for the following tasks:
    • Project Planning: Develop detailed project plans, timelines, and schedules.
    • Budget Management: Prepare and manage the project budget, ensuring costeffective practices and managing expenditures.
    • Quality Control: Ensure all construction work meets the required quality
    standards and complies with relevant codes and regulations.
    • Risk Management: Identify potential risks and develop mitigation strategies.
    • Team Coordination: Coordinate and communicate with all stakeholders,
    including contractors, homeowners, and suppliers.
    • Progress Reporting: Provide regular updates and reports on project status,
    progress, and issues.
    • Compliance: Ensure all work complies with legal and regulatory requirements.
    • Closeout: Oversee project closeout procedures, including final inspections,
    punch list items, and handover documentation.
  4. Expected Timeline
    The project is currently in process and will end December 31, 2025. Below are key
    dates for the project:
    October 31, 2024 Proposal submission deadline
    November 1-15, 2024 Proposal review period
    November 22, 2024 Bid acceptance announced
    December 2, 2024 Project manager work begins
    November 30, 2025 All ARPA project work completed and submitted
  5. Qualifications
    The ideal candidate will have the following qualifications:
    • Current builder or general contractor license
    • Proven experience as a Construction Project Manager
    • Strong knowledge of construction processes, means, and methods
    • Proficiency in project management tools
    • Excellent leadership, communication, and negotiation skills
    • Relevant certifications (e.g., PMP, CCM) are preferred
    • Bachelor’s degree in construction management, civil engineering, or related field
    preferred
    • Business entities should have appropriate liability insurances

    costs.
    • Timeline: Proposed project schedule with key milestones.
  7. Evaluation Criteria
    Proposals will be evaluated based on the following criteria:
